CleanBC Better Homes and Home Renovation Rebate Program

To qualify for the rebate program, homes must meet specific eligibility criteria:

  1. Have a current residential utility service account with FortisBC and/or BC Hydro. Additionally, electrically heated homes served by local municipal utilities within BC Hydro’s or FortisBC’s service territories are eligible.
  2. Serve as a year-round primary residence, being at least 12 months old. Eligible residential building types include:
    • Single-family homes (detached dwellings).
    • Secondary suites in single-family homes, provided both the home and secondary suite have individual meters.
    • Mobile homes permanently fixed with complete plumbing, heating, electrical, water, and sewer services, and with the towing apparatus and axle removed.
    • Duplexes, triplexes, row homes, or townhomes where each unit has separate gas and/or electricity meters. Utility accounts must be under the resident’s or homeowner’s name; strata corporation accounts are ineligible.

Please note: Multi-unit residential buildings, vacation homes, garages, workshops, and outbuildings are not eligible for the CleanBC Better Homes and Home Renovation Rebate Program. Refer to the full Program Requirements for more details.

EnerGuide Home Evaluation

To qualify for an EnerGuide evaluation for existing homes, the property must meet specific criteria:

  1. Belong to one of the following home types: single-family detached, semi-detached, row home or townhome, mobile home on a permanent foundation, or permanently moored float home.
  2. Be in an ‘eligible state’, which includes:
    • Resting on a permanent foundation(s) or being a permanently moored float home.
    • Having a functioning space heating system capable of maintaining the interior living space at 21 degrees Celsius.
    • Maintaining an intact envelope, including ceilings, exterior walls, floors, windows, doors, and interior and exterior finishes.
    • Temporary air sealing of up to one missing window or door unit, with any broken window panes also temporarily air sealed during the blower door test.
    • Ongoing renovations must solely impact interior partitions and not perforate the building envelope.
    • Availability of standard AC electrical power during the evaluation process.

Income Qualifications

The extent of rebate coverage is determined by the collective income of all adults residing in your household, as well as the total number of occupants, encompassing both adults and children. The rebate coverage aligns with designated income brackets delineated in the subsequent table:

  • Income Level 3 specifically caters to rebates for heat pumps in homes that are switching from natural gas, propane, or oil space heating sources.
  • For households with electric or wood heating, as well as those eligible for additional energy efficiency and ventilation incentives, these benefits are exclusively available to participants in Income Levels 1 and 2. If households within Income Level 3 intend to install these measures, they should pursue enrollment in the regular CleanBC Better Homes and Home Renovation Rebate programs.
Requirements for the Home
  • The property must be used as a primary residence throughout the year and must be at least 12 months old.
  • For those falling within Income Levels 1 and 2, the total assessed value of the property listed by BC Assessment for the applicant’s address in the registration year must not exceed $1,230,000. However, individuals meeting the income criteria for any level, yet possessing a home valued at or above $1,230,000, can still participate in the program under Income Level 3.
  • A residential utility account with FortisBC, BC Hydro, or a municipal utility is necessary.
  • Eligible residential building types include detached single-family homes, secondary suites in detached single-family homes with separate utility meters, permanently fixed mobile homes with all utilities, and duplexes, triplexes, row homes, or townhomes where each unit has individual gas and/or electricity meters (utility accounts must be in the resident’s or homeowner’s name).
  • For renters, inclusion of a landlord consent form is required.
  • Residents must manage their own energy utility bills, with utility accounts under their name.
  • Prior registration and receipt of an eligibility code are obligatory before proceeding with the upgrade.
  • The primary heating source for the home must be one of the following: natural gas, propane, oil, electricity (including hard-wired electric systems such as baseboards, radiant ceilings, floors, forced-air furnaces/boilers, or heat pumps), or wood or other solid fuels.
